Pre Ban Colt Ar 15 Serial Numbers

ChuckThanks for the reply. The issue is, the state refuses to provide any guidance, and has basically said they will just arrest you when you do something that is wrong.

I would rather spend 6 months doing research, then tens of thousands of dollars in a criminal defense, and risk using loosing all my guns. By not providing any clarification, they can intimidate people into not doing things, and it makes the law have much greater power then as it was written. Please understand that CT is dominated by progressive Democrats, and the entire state government is geared towards getting rid of any gun they can.I had seen the thread you link to. The M17s is far from the best bullpup rifle out there, but it is just about the only one we can legally have in CT. Sometimes, you just got to settle! GuysThanks for all the replies. Just in case you weren't aware of it, the man who runs K&M Aerospace (that started out updating the M17s, and now builds a whole new version) has been attempting to find out the preban serial number range as well.

He has been posting his progress over on the M17 subsection of the Bullpups forum. Basically, Remington has sealed the records, and has no interest in looking the serial numbers up, since the ban has gone away (for now). Since NY and MA have closed their preban exemptions, the only state that matters is CT, so I can understand why they just don't want to be bothered. On the same thread, a former bushmaster employee, who know works for WW, stated that everything to do with the M17s went to Remington with the sale, so WW will be no help. The K&M website has a bit of information on the M17s, and includes one valuable clue.

He has posted a memo, that came out during the ban. In it, had Bushmaster requested to replace several preban serial numbers with post bans, because they had to replace defective receivers. ATF approved, and did a one for one serial number swap, where each post ban serial number replaced one preban.

From the numbers listed, I am pretty comfortable that any number under P 1500 is preban.SvenSure wish you would revisit the project talked about. The list of states where that might sell just keeps getting longer!chibajoeThe CT pre ban exemption is based off of the expired federal AWB enactment date, 9/13/94.The M17s rifles that the dealer has all have the earlier, shallower magazine well.

After talking to the dealer more, he clarified his opinion on why these rifles are legal in CT. It is not that they are prebans, but that your hand isn't under the action of the rifle. The CT AWB language, in an effort to ban as many firearms as possible, states that nothing but your trigger finger can be under the action of a semi rifle. The AWB definition of 'action' is left pretty open ended, but looking at an M17s parts breakdown, I don't see how some rod or spring cannot be over your hand, and the dealer is just plain wrong!

But, being a preban would make that all moot. Damned double tap! DSL strikes again!GuysThanks for all the replies. View QuoteThat thread was referenced by Chuck, above. I had actually found it before, using Google-fu.I think I may have merged the Bullpups forum thread with this archived thread in my mind, but the information is still the same. I wanted to bring up the topic again, just in case there is someone else out there who knew something, and hadn't see the old thread.Like I said, going on the ATF memo posted on the K&M site, I would only consider rifles with serial numbers less then P1500 to be preban, to be safe. But, having serial number 1776 would be a hoot!At this point, I am going to say we will never know for sure, what are solidly preban numbers.
